§ 2-3. Same—Time of sale; notice; sale to highest bidder.

At any time within 15 days after the adoption of a resolution under section 2-2, the personal property shall be offered for sale to the public, and a notice shall be published once in a newspaper circulating in the city before such date of sale; the sale shall take place within 30 days from the adoption of the resolution. The city shall sell for cash to the highest and best bidder if a sale is made, but the city may reject any and all bids.
