§ 16-9. Preservation of portions of right-of-way for city utilities.

When any public or private entity builds a roadway upon which any development is expected to occur of any type or which may be expected to lead to potential future development, if private utility companies are allowed to use the right-of-way, the entity owning the right-of-way shall preserve a portion of the right-of-way for use by the city for water, sewer and other utility lines.
