§ 14-26. Public participation.

  • During the development of the comprehensive plan in accordance with the Local Government Comprehensive Planning and Land Development Regulation Act (LGCPLDRA) of 1985 (F.S. § 163.3161 et seq.), or any element or part thereof, the following steps shall be taken and complied with in order to ensure public participation and comment to the fullest extent possible:

    (1)

    The city commission shall by resolution establish a citizen's advisory committee (CAC) for review of the draft comprehensive plan elements. At the meetings of the CAC, copies of the elements will be available for a reasonable charge to cover the cost of reproduction. Written comments will be accepted at these meetings and a record of the meeting will be made and kept on file at the city hall.

    (2)

    Comments on each proposed element will be solicited from adjacent local governments, the Withlacoochee Regional Planning Council and any other governmental body or agency that requests copies of the comprehensive plan or elements.

    (3)

    The local news media will be notified of all workshops, public meetings, and public hearings and shall be provided copies of any materials to be discussed at such meetings upon request.

    (4)

    Separate workshops will be held by the planning and zoning board and the city commission to review and discuss the proposed element(s) and any changes made as a result of public input from the various sources.

    (5)

    All public workshops, meetings, and hearings shall be advertised as required by F.S. §§ 163.3184, 163.3187, and Florida Administrative Code, ch. 9J-5. In addition, other newspaper and radio ads may be run as deemed reasonable and useful to encourage active participation by the public.
