No peddler or hawker as defined in this article shall stop or stand or continue in
any one place upon any of the streets of the city more than 15 minutes at any time
for the purpose of vending, selling, advertising, or otherwise disposing of any patent
medicine, drugs, goods, wares, notions, or other articles of commerce, except by special
permission of the city commission.
